The php version was updated to 7.1.x, but I was still getting an error preventing me from starting the upgrade, As the server supported multiple PHP versions, I needed to change my SSH commands to run the script.

The error 'Could not determine temp directory, please specify a cache_dir manually' was a common issue in Magento 1 installs. The solution for Magento 2 is slightly easier but does require access to your php.ini file.
